Document translation in Poltava: the oblast is run from Sumy, the stamp is applied here

On paper, Poltava oblast is signed off by the Sumy justice department, and it is that wording that makes people advise a Poltava resident to take their documents to Sumy, or more often to Kyiv. The advice is wrong: the civil-registry department works inside Poltava, at 1a Kapitana Volodymyra Kyselova street, accepts Justice-category and notarially drawn papers, and affixes the apostille itself.

The second trap is an address. In late 2023 the administrative service centre moved into a new building at 45-a Sobornosti street, while older articles and answers still carry the previous one. Below are the windows of Poltava, what each of them does with a document, and the point that matters most: which of them actually needs a translation. Etalon has no office in Poltava, so our part of the work involves no trips at all.

  • The civil-registry department at 1a Kapitana Volodymyra Kyselova street takes Justice-category and notarial documents and stamps them itself — nobody has to leave the oblast for an apostille
  • The administrative service centre moved to 45-a Sobornosti street in late 2023 and runs district branches: an address copied from an older article may no longer be the right one
  • Poltava has no border and no port, so the institution that wants the translation is almost always outside the oblast — and it is the one setting the requirements
  • One form of up to a page starts at UAH 150; add the notary your recipient asks for and the same document is UAH 250

Poltava oblast is administered by the Sumy justice department, yet the window that accepts documents and applies the apostille works in Poltava itself, at 1a Kapitana Volodymyra Kyselova street. That is why "take it to Sumy" or "take it to Kyiv" is the wrong advice for a Poltava resident.

Sumy in the name, the Poltava window on Kyselova street

The office that keeps civil-status records for Poltava oblast has a long title: the Department of State Registration of Civil Status Acts in Poltava Oblast, part of the Sumy interregional department of Ukraine's Ministry of Justice. That title is where the mistaken advice about a trip to the neighbouring oblast comes from. In practice the department receives people at 1a Kapitana Volodymyra Kyselova street, 36014 Poltava, tel (0532) 60-93-14, 60-93-16 and 60-44-07, and its own page states that it handles Justice-category and notarially drawn documents and affixes the apostille on them itself.

For anyone ordering a translation this has a practical consequence. The Poltava window both issues and accepts papers in Ukrainian, so it needs no translation — the next recipient does. And documents of that category have been taken since February 2026 through the Diia app, at a civil-registry window, at a notary and in a state archive — that is what Ministry of Justice order No. 3177/5 settled, and it holds well beyond the capital and beyond one's home oblast. So the question of where to go has lost its weight, while the question of who will read the translation has kept it.

Poltava's windows: what each does with a document, and who needs the translation

The service centre has moved: a new building and three district branches

Poltava's second trap is not an authority but an address. In late 2023 the administrative service centre moved into a new building at 45-a Sobornosti street, tel +380 (50) 30-45-050. Articles, printouts and forum answers written earlier still show the old address, and people arrive at the wrong door. The centre lists over 700 administrative services, yet neither translation nor notarial certification is one of them: a translated document is needed here only where the particular service demands it.

Besides the main building there are district branches — in the Shevchenkivskyi, Kyivskyi and Podilskyi districts, the last of them at 10 Zinkivska street. So the window nearest to you is not necessarily the one being written about. One phone call before travelling is worth it: the centre on +380 (50) 30-45-050, the civil-registry department on (0532) 60-93-14. The question is short — which document will be handed over, and in which language.

No border, no port: the recipient of your translation is in another city

Poltava is a thoroughly interior city: no state border, no port, and no historic minority of the kind that creates its own documentary corridor elsewhere. The consequence is simple and decisive for translation: the institution demanding it sits almost always outside the oblast — a foreign university, an employer, a licensing board, an authority in the country you are moving to. The Poltava windows supply the original and the certification, while the requirements for the translation arrive from beyond the oblast, and they are worth learning before you travel anywhere.

There is one exception inside the city: an admissions board. Poltava State Medical University — known until 2020 as the Ukrainian Medical Stomatological Academy, and moved here from Kharkiv in 1967 — receives education documents issued abroad every year, and those need translating into Ukrainian with notarial certification. The city also has a technical university with an admissions board of its own. For every other addressee the translation travels as a file or by post, which is why we open with who will read the document rather than with its language.

The document Poltava has no window for

With a criminal-record certificate the Poltava geography turns over. The department on Kyselova street, which stamps a civil certificate or a notarial document on its own authority, has nothing to do with this extract: it is issued by the Interior Ministry (Cabinet resolution No. 631, in force since 1 January 2023), and the apostille on it is affixed only in Kyiv — Poltava has no window of its own for this one paper. Yet the extract can be ordered with its apostille from any city through the Diia app and arrives by Ukrposhta, so here too nobody has to travel.

For the translation the order of steps matters: it is worth starting once the certificate is in hand with its stamp, because the translation has to cover the stamp as well, and one produced in advance will need supplementing. Send the scan the day the envelope arrives — and if a file satisfies your recipient, there will be no paper stage at all.

The one window you need not visit: ours

Etalon has no office in Poltava, and that is worth saying plainly: of the windows listed above, ours is the only one nobody has to walk into. The work starts as a conversation. You send photographs or scans by Telegram, Viber or WhatsApp; we look at the document and reply with what exactly your recipient requires, what it costs and when it will be ready. The estimate is free and comes before any work begins.

Paper is needed only when certification has to be applied to it physically: the original reaches us through Nova Poshta and leaves again by the same route, to whichever branch or parcel locker suits you, in Poltava or in the city you are in now. When an electronic copy satisfies the recipient there is no paper stage: the finished translation arrives as a file on the day we complete it.

How we work

  1. 1Tell us which window the document is going toA Poltava one or a foreign one — that decides whether a notary is involved and what exactly gets translated.
  2. 2Send scans by messengerTelegram, Viber or WhatsApp. We look at the document and reply with a figure, a turnaround and the list of what is required.
  3. 3Translation, and a notary if neededWe translate; if your recipient asks for certification, a notary certifies the translator's signature within the same order.
  4. 4Collect it wherever suits youA file on the day it is ready; paper by Nova Poshta to a branch or parcel locker in Poltava, or in the city you are in now.

Prices

  • A single Poltava form a document of up to one pagefrom UAH 150
  • The same form with a notary's signature one figure covering translation and certification togetherfrom UAH 250
  • Several documents in one order quoted once we have seen the scansby agreement
  • Apostille, if the receiving side asks for it a separate order on top of the translationfrom UAH 950

The figures below are starting points: the final one depends on the language and the number of pages, not on which window the document goes to next. English, Polish and German cost less than rare languages, and a multi-page document is counted by volume rather than per form. We confirm the figure once we have the scans, before work starts, and it does not move afterwards.

FAQ

Where in Poltava can I have documents translated?

Without going anywhere: Etalon works with Poltava remotely and has no office here. Scans go out by Telegram, Viber or WhatsApp, and the finished work comes back as a file or by Nova Poshta. The windows in the city — the civil-registry department at 1a Kyselova street and the service centre at 45-a Sobornosti street — issue and accept documents, but no translation is done there.

My document was issued in Poltava oblast. Do I have to take it to Sumy?

No. The Sumy interregional justice department is the level above the Poltava civil-registry department, not a destination for paperwork. The department itself receives people in Poltava at 1a Kapitana Volodymyra Kyselova street, tel (0532) 60-93-14, 60-93-16 and 60-44-07, and by its own page it affixes the apostille on Justice-category and notarially drawn documents.

What is the administrative service centre's address in Poltava now?

45-a Sobornosti street: the centre moved into a new building in late 2023, tel +380 (50) 30-45-050, with over 700 services on its list. District branches work in the Shevchenkivskyi, Kyivskyi and Podilskyi districts, the Podilskyi one at 10 Zinkivska street. Older directories still show the previous address, so a phone call before travelling is the safer move.

How much does one page of translation cost?

One form of up to a page starts at UAH 150. A multi-page document is counted by volume rather than per form, and the language moves the figure: English, Polish and German come cheaper than rare languages. We state the exact figure after the scans and before work starts, free of charge.

How much does a notarised translation of documents cost?

From UAH 250 for a document of up to one page, and that is the figure for the whole job: the translation and the notarial certification of the translator's signature together, not a price plus a surcharge. It is only needed where your recipient asks for certification, so that is the party to ask first.

I ordered a criminal-record certificate through Diia. When should it be translated?

Once it arrives with the stamp. The extract is issued and apostilled by the Interior Ministry, the in-person window works only in Kyiv, and the bundle with the apostille is ordered through Diia from any city and delivered by Ukrposhta. The translation has to cover the stamp as well, so starting earlier is wasteful. Send the scan when the envelope is in your hands.

Відмінний сервіс. Виникла негайна потреба день-в-день зробити нотаріально засвідчений переклад закордонного паспорта для ЦНАП. Більшість бюро перекладів відмовлялось від цієї роботи через особливості документу. Дане бюро все зробило оперативно, за 3 години від першого дзвінка мав на руках готовий переклад, який успішно прийняли в ЦНАП. Зручне місцерозташування, легко знайти.
  • Ira Volkova
