An apostille on a power of attorney (довіреність) in Ukraine is issued by the Ministry of Justice — because a power of attorney is a notarial act, and under Cabinet Resolution No. 61 it is the Ministry of Justice that apostilles notarial documents. Who issues the apostille on a power of attorney, and why it's the Ministry of Justice

The sequence: notary → apostille → translation for the destination

Step three — translation into the destination country's language; Ukraine has no institution of "sworn translators", and the notary certifies only the authenticity of the translator's signature, so for the EU a sworn translation is often required in the destination country itself — check this against the specific institution.
