Applying to a university in Poland or the Czech Republic? Poland automatically recognises Ukrainian specialist/master's diplomas issued before 20 June 2006; the Czech Republic recognises diplomas from 1972 to 27 February 2000. What a diploma apostille is and who issues it
An apostille is the stamp that legalises Ukrainian education documents for the 120+ countries of the Hague Convention. For diplomas, school certificates and transcripts the competent authority is the MES of Ukraine (with the state enterprise Inforesurs as technical operator); medical documents are apostilled by the MFA, not the Ministry of Health, so don't mix the education and medical routes.
The apostille goes on the original document. If the original is lost, we first obtain a duplicate (legally equivalent to the original) and apostille that. It is important not to confuse the apostille with nostrification: the apostille only confirms that the Ukrainian document is genuine, while nostrification (recognition) is a separate procedure carried out abroad. Usually the apostille is done in Ukraine first, then nostrification in the country of study or work.
Which education documents we apostille
We apostille higher-education diplomas (bachelor's, specialist, master's), the diploma supplement (transcript of grades), school leaving certificates, academic references and certificates - both new-format and old-format. The diploma and the transcript are two separate documents: each gets its own apostille stamp, so the state fee is counted twice.
The key fork is the EDEBO registry. If the document is in the registry (school records from 2000, higher-education data from 2012), verification is fast and the apostille is ready from 5 business days. If the document is not in EDEBO (old format, pre-2000, Soviet-era diploma), the MES sends a request to the institution or archive - that takes up to 20 business days. Soviet and pre-2000 diplomas can be apostilled only if issued by an institution on the territory of present-day Ukraine; documents from other former-USSR republics cannot.

The cost has three transparent parts: the state fee of UAH 670 per document + our submission service + translation and delivery where needed. The diploma and the transcript are separate documents, so the state fee is UAH 670 for each (diploma + transcript = ×2). The standard turnaround is from 5 business days for documents already in EDEBO. For old-format documents needing an archive request it is up to 20-30 business days. The MES has no official express tariff, but we speed up submission where possible - ask about the options that fit your deadline.
Double apostille and destination countries
A double apostille means apostilling both the document itself and its notarised translation. It is only needed when a specific destination institution requires it, so it is often oversold. For Poland, the Czech Republic and Spain a single apostille is usually enough; Germany often does not require an apostille at all for academic recognition; for Italy a double apostille is relevant only in the outdated Dichiarazione di Valore scheme (now replaced by CIMEA).
Since 11 January 2024 Canada is a Hague Convention member, so it needs an apostille rather than consular legalisation, and Canadian authorities usually also ask for a certified translation into English or French. If your country requires nostrification before study, remember that the apostille is only the first step - the recognition itself happens abroad.
