Apostille on a criminal-record certificate (vytiah)

Since 2023 the criminal-record document is a vytiah (extract) from the MIA register, ordered online (Diia / services.mvs.gov.ua) and apostilled by the Ministry of Internal Affairs. Important: the apostille goes only on the paper version — an electronic extract cannot be apostilled or submitted for consular legalisation. We obtain the paper extract, place the apostille (MIA state fee — just UAH 51), add a notarised translation for your country where needed, and ship it by Nova Poshta — fully remote, with no trip to Kyiv.

What changed in 2023: vytiah vs certificate, the MIA and Diia

What used to be called a "criminal-record certificate" is now officially a vytiah (extract) from the MIA's information system. You order it online — via Diia or MIA service centres; the extract itself is free and only the apostille is paid. It comes in two forms: a short one (yes/no) and a full one.

The pitfall people hit most often: the electronic extract from Diia cannot be apostilled or legalised. To go abroad you need the paper extract — with a seal and signature — because that is what the apostille certifies. That is why we order the paper form from the start, not the e-extract.

And one more difference from other documents: the criminal-record apostille is issued not by the Ministry of Justice and not by the MFA, but by the MIA — which has apostilled its own documents since 1 January 2023. Ukraine has four apostille authorities in total (MES for education, the Ministry of Justice for notarial and civil-registry documents, the MIA for criminal records, the MFA for medical), so filing with the right one matters.

Price and timing 2026

The apostille on a criminal-record extract is the cheapest of all: the MIA state fee is just UAH 51 for individuals (UAH 85 for legal entities), whereas a Ministry of Justice or MES apostille costs UAH 670. The extract itself is free — you pay UAH 0 for the extract + UAH 51 state fee + our service for handling and, where needed, translation.

On timing: the extract is normally ready in up to 10 working days, and up to 30 calendar days at most if an additional check is required; the apostille is added after that. There is no official "express" tariff for the extract itself — we simply speed up processing and filing. We quote the exact amount for your country and format for free once it is confirmed.

How we do it remotely: online + Nova Poshta, by power of attorney

The whole route runs without you being present. You leave your details online, we order the paper extract from the MIA register (or accept yours if it is already on paper), obtain it under a notarised power of attorney, apostille it at the MIA in Kyiv and return the result by Nova Poshta within Ukraine or by courier abroad.

This also works if you are already abroad: the power of attorney is executed in Ukraine or before a local notary/consul, and we handle the remaining steps. No queuing at the MIA is needed — and to be straight about it, we do not "create" the power of attorney for you: the principal must execute it before a notary, after which we take over everything.

What it's for: visa, residence, emigration, citizenship — and translation

Most often the extract with an apostille is required for immigration and residence permits (temporary or permanent), employment abroad, study, marriage to a foreign national, adoption and citizenship applications.

Most countries need a notarised translation into the destination language, and sometimes the apostille goes on the translation itself. For Hague Convention countries a single apostille is valid everywhere; if the original is filed with each institution separately, you need a separate copy. For non-Hague countries, consular legalisation is used instead of an apostille. Canada, by the way, joined the Hague Convention on 11 January 2024 — so it now takes an apostille (not legalisation), usually with a certified EN/FR translation. And separately: an apostille is not nostrification — recognising a diploma abroad is a different procedure.

FAQ

How long is a criminal-record certificate with an apostille valid?

Ukrainian law sets no expiry, and the apostille itself is permanent. The receiving country usually accepts an extract that is 3–6 months old — confirm the exact period with the consulate or the body you are filing with. That is why the translation and apostille should be done right after the extract is issued.

Can an electronic certificate from Diia be apostilled?

No. The electronic extract cannot be apostilled or submitted for consular legalisation — you need the paper version with a seal and signature. We order the paper form specifically, so there is no problem with the electronic document.

Can it be done by power of attorney, without my presence?

Yes. The extract is ordered online, and a representative obtains it and arranges the apostille under a notarised power of attorney. If you are abroad, the power of attorney is executed in Ukraine or before a local notary/consul, and we handle the rest.

Does the extract need a translation?
