Countries outside the Hague Convention: consular legalisation instead of an apostille

An apostille is valid only for countries that are parties to the Hague Convention. If your destination country has not joined it, an apostille will not do - you need full consular legalisation, which is a longer chain: first certification by MON (for education documents), then the Ministry of Justice, then the Ministry of Foreign Affairs (MFA), and the final step - the consulate of the country concerned. Only at this stage, in consular legalisation, does the MFA come in; it has no role in an apostille at all.

For foreign Dnipro Medical University graduates this is the key point: we determine in advance whether your country is in the Hague Convention and build the correct route - either a MON apostille or the consular chain MON > Ministry of Justice > MFA > consulate. We submit scans and originals for the Kyiv stages on your behalf under a power of attorney, and we produce the translation into the destination language so it aligns with the consulate's requirements. Medicine is a regulated profession: longer recognition in Germany, Poland, Czechia

For doctors, diploma recognition is more complex than for most fields, because medicine in the EU is a regulated profession. In Germany you need recognition of your education (Anerkennung) by the relevant state authority, often with an equivalence review and an exam; in Poland, doctors from third countries go through nostrification of the diploma by a Polish university. This is a longer route than a simple document submission, and timelines depend on the authority, not on us.

Our job is to prepare a clean starting package: the MON apostille on the diploma and transcript, and an accurate translation (sworn for Poland, professional for Germany/Czechia) with consistent terminology and transliteration. The Polish route: sworn translation and diploma nostrification

To enrol at a Polish university or to nostrify (recognise) a Ukrainian diploma in Poland, you almost always need the diploma and transcript with grades and hours, the MON apostille on the diploma, and a Polish translation. Many institutions require specifically a sworn translation, produced by a tłumacz przysięgły listed in the register of Poland's Ministry of Justice.
