Apostille in Sumy: cross the extra trips off your list
Before a move abroad the to-do list looks long: an apostille on the certificate, another on the diploma, plus a police-check extract. In reality most of that list closes without leaving Sumy – some of it without leaving home. A list that only looks demanding
Lay the documents out on the table and it seems each one demands a separate trip: a certificate, a notarised copy, a diploma with its supplement, a police-check extract. In fact, at most one document from that list will travel anywhere – and nobody has to accompany it.
Sumy starts from a better position than most oblast cities: it hosts its own interregional justice department with a central civil-registry office, so even the "any office" rule of the 2026 reform is not something locals have to go looking for. Below we cross the list off item by item and honestly leave what still requires Kyiv.
Crossed off first: everything stamped locally
Birth, marriage and divorce certificates, notarial copies, powers of attorney and court rulings belong to the Justice category. Since 1 February 2026 (order No. 3177/5) any DRACS office, notary or state archive accepts the application – and in Diia the whole procedure runs on a smartphone. In Sumy the central civil-registry office works at 17 Troitska St, and the oblast registry system is run by the city’s own interregional justice department: the filing and the stamp both happen in town.
The numbers are national: 670 UAH for individuals, 1160 UAH for legal entities (since 01.01.2026), up to 3 business days – lawfully extendable to a month only when a signature or a registry record needs verification. Crossed off: this line needs neither Kyiv nor a neighbouring oblast.
Crossed off second: the extract that needs no paper at all
The criminal-record extract is issued and apostilled by the same agency – the Interior Ministry (Cabinet resolution No. 631). Its only in-person window is in Kyiv, which is exactly why this line disappears fastest: in Diia the extract is ordered together with its apostille and arrives by Ukrposhta. No office, no counter – a smartphone.

The line that stays: the diploma
The February reform passed educational documents by: diplomas, supplements and school certificates are still apostilled by the Education Ministry, the filing is Kyiv-based and the timelines are longer. In Sumy this line is anything but rare – Sumy State University draws students from almost fifty countries, and every graduate taking a Ukrainian diploma home needs exactly this Kyiv stage: the MES apostille plus a translation into the destination language.
"Stays on the list" does not mean "travel yourself": Etalon runs the ministry filing remotely – for Sumy residents and for graduates already abroad. The diploma comes back with the apostille and a certified translation into English or the target language.
