Document translation in Sumy: a route that fits into a single step

In most oblasts a document and the stamp on it live in different cities: you collect the paper locally, then travel to the regional capital or further for certification. Sumy residents skip that leg. The city hosts an interregional justice department in its own right — one that also runs the registry system for Poltava and Chernihiv oblasts — and that department’s central civil-registry desk works at 17 Troitska street.

Translation, though, is decided by the reader rather than by an address. The admissions board of Sumy State University, a notary and an institution abroad each ask for something different, and the table below sets out which is which. We keep no bureau in the city: translation is the one part of the job that needs no window, here or anywhere else.

  • The justice department that runs Sumy, Poltava and Chernihiv oblasts is seated in Sumy itself, so a resident obtains a certificate or a notarial copy, and the stamp on it, without leaving the region
  • The admissions board of Sumy State University is the city’s second large reader: the oblast ranks third in Ukraine for foreign students, 1,570 of them as of 1 January 2026
  • What each window asks for is in the table below: the civil-registry office at 17 Troitska, a notary, the admissions board, an institution abroad
  • One sheet of translation from UAH 150; where the reader wants a notary’s signature, the same document comes to UAH 250

Sumy is one of the few cities outside the capital that hosts an interregional justice department in full, with its central civil-registry desk at 17 Troitska street on top of that. A resident therefore obtains a certificate, a notarial copy or a power of attorney — and the stamp on it — without leaving the region, while the city’s second large reader is the admissions board of Sumy State University.

Who reads the document in Sumy, and how many steps away they are

"Into which language" is almost never the first question. "Who is going to read this" comes first, because the reader determines not the wording but whether a notary’s signature is needed, whether paper is needed at all, and whether the original has to carry a stamp before the text is touched.

Sumy has few such readers, and nearly all of them sit inside the city. The central civil-registry office at 17 Troitska street (tel. (0542) 78-06-76) issues certificates and extracts in Ukrainian — it needs no translation, it issues the papers. The admissions board of Sumy State University looks the other way round: it wants a foreign document rendered in Ukrainian. A notary certifies the translator’s signature, not the contents. Only the fourth reader — an institution abroad — has no presence in the city, which is why that is the one case where the route runs past Sumy.

The department that runs three oblasts is seated in Sumy

Sumy has what most regional capitals lack: not a local branch but an interregional department of the Ministry of Justice in full — the Eastern one, entered in the register under the name Sumy, with its administrative seat at 28 Herasyma Kondratieva street. Its jurisdiction covers the Sumy, Poltava and Chernihiv oblasts. Papers are not brought there: that is the department’s own address, not an intake window, which is exactly why 17 Troitska is named above.

One plain consequence follows for a client. When the document is issued in the city and its certification is arranged in the city, no trip to a neighbouring oblast wedges itself between "collect the paper" and "hand it over for work". We count the turnaround from the day we see the scan rather than from the day you get back from the road — and in Sumy those two dates usually coincide.

The admissions board: a reader who needs Ukrainian

The city’s second large reader faces the opposite way. Education documents do not leave for Sumy State University, they arrive at it, and that is no isolated case: the oblast ranks third in Ukraine for foreign students, 1,570 of them as of 1 January 2026, behind Kyiv oblast together with Kyiv city (6,763) and Kharkiv (4,563). Nationally there are 21,271 such students across 369 institutions, which puts roughly one in fourteen of them here.

Our share of the work is the same as for outbound papers: the text in Ukrainian plus a certified translator’s signature. The only difference is where the set goes next — not by Nova Poshta to another country, but to the admissions window, in the very city where the applicant already lives. Because of that, a foreign student in Sumy normally meets no step at all beyond sending the scans.

When a foreign student needs a Ukrainian paper instead

A year or two on, the direction reverses again. Someone who arrived in Sumy holding a foreign document now applies for a Ukrainian one: a certificate, a notarial copy, a marriage certificate for a marriage concluded here. This is where the city’s advantage shows most clearly — the paper is issued by the civil-registry office at 17 Troitska street rather than by an authority in someone else’s region, so the application is filed where the person lives and studies.

The administrative side of city affairs is handled by the TsNAP centre at 21 Brytanska street (formerly Horkoho), tel. +380 (542) 700-574, with three halls: Administrative Services No. 1 and No. 2, and Passport Documents No. 3. Languages are not its business, and that is fine: translation becomes relevant once the paper is in hand and it is clear who will read it outside Ukraine — an employer, a university or an authority back in the student’s country.

The step with no address, in Sumy or anywhere

In a city where the state side of the job fits into one address, it is tempting to expect an address from the bureau too. There is none — and this is the single step of the route that exists nowhere: no city has a window for translation. It all starts with photographs sent by Telegram, Viber or WhatsApp, and the seals, the date of issue and the reverse of the sheet all have to be visible.

A paper stage appears only where a notary’s signature does: the original then travels to us and comes back by Nova Poshta, to whichever branch or parcel locker is closer to you. Where a file satisfies the reader, that stage never arises, and the journey in both directions drops out of the turnaround.

How we work

  1. 1Name the readerAn admissions board, a notary, an employer abroad — whoever picks the document up decides whether a notary is involved and whether paper is involved.
  2. 2Photographs to a messengerTelegram, Viber or WhatsApp. Back comes the list of what is required, the price and the completion date — before we take on the text.
  3. 3Text and notary in one orderWe translate and walk the document to the notary ourselves. Where the reader also demands an apostille, Justice-category papers are stamped in the city.
  4. 4Collect the resultThe file arrives electronically; paper goes by Nova Poshta to whichever branch or parcel locker you choose.

Prices

  • A document leaving Sumy for abroad one sheet, no certificationfrom UAH 150
  • A foreign document for a window in Sumy text and notary in one figurefrom UAH 250
  • Apostille, where the reader demands one Justice-category papers are stamped in the cityfrom UAH 950
  • Several documents for one reader counted as a set, not piece by pieceby agreement

Every figure here is a starting one ("from"): the final amount depends on the language, the number of pages and whether a notary is involved. Common European languages come out cheaper, rare ones dearer. Once your scans reach us we put a number on the job at no cost, and that number does not move later on.

FAQ

Who reads a translated document in Sumy?

The city has three readers, and they ask for different things. The central civil-registry office at 17 Troitska street works in Ukrainian and requires no translation — it issues the papers. The admissions board of Sumy State University is the reverse: it expects a foreign document in Ukrainian. A notary certifies the translator’s signature, not the contents. The fourth reader is an institution abroad, and that is the only case where the route leads past Sumy.

Why do you ask who receives the document rather than which language is needed?

Because the language is the easy half. The reader settles the rest: whether a notary’s signature is required, whether a paper copy is required, whether the original needs a stamp before the text is touched. One and the same extract turns into three different sets for the university, for a notary and for a consulate. Name the reader and almost no questions are left.

I am coming to study at Sumy State University. What do I do with my education document?

Send a scan; the rest we handle remotely. The board needs your education document in Ukrainian with the translator’s signature certified by a notary. The oblast takes in plenty of such applicants: 1,570 foreign students as of 1 January 2026, third in Ukraine behind Kyiv oblast with Kyiv city and Kharkiv. We count the turnaround from the day the scans reach us.

I live in Poltava or Chernihiv. The Sumy department covers us too — do I have to travel there?

Its jurisdiction does cover three oblasts — Sumy, Poltava and Chernihiv — but that adds no distance for you. Since February 2026 an application for a stamp on a Justice-category document is accepted by any civil-registry office, a notary or a state archive, wherever you are. And our part is remote in any case, so neither Sumy nor Kyiv needs a visit.

How much does document translation in Sumy cost, and what moves the figure?

One sheet starts at UAH 150. Where the reader wants a notary’s signature, the same document comes to UAH 250 — that is the price of the whole job, not an addition on top of the translation. Where an apostille is demanded as well, our handling starts at UAH 950 per document. Beyond that the figure follows the language, the page count and the deadline; we quote after the scans and do not revise it.

How do you work with no premises in Sumy?

Exactly as we would with them, minus your journey. Translation is the one step of this route that needs no window in any city: legible photographs via Telegram, Viber or WhatsApp are enough, with seals and the reverse of the sheet visible. Paper joins in only for a notary’s signature — the original then comes to us and returns by Nova Poshta to whichever branch or parcel locker is closer. Where a file satisfies the reader, no paper stage happens at all.

  • Ira Volkova
