The base package is the same for everyone: passport, completed application, photos and health insurance. The rest depends on your purpose. For employment and the Blue Card: an employment contract, your diploma (apostilled by the MES) and a criminal-record certificate (apostilled by the Ministry of Internal Affairs). For study: a school certificate or diploma with its supplement, plus proof of enrolment. For family reunification to Germany: a marriage or birth certificate (apostilled by the Ministry of Justice, since these are civil-registry documents). Each document must be translated into German. Blue Card 2026 salary thresholds are indicative — check the current figures on the embassy site, as they are revised annually. E-extracts are often not accepted: the apostille goes on a paper original with a wet stamp.

Apostille or legalization, notarized or sworn translation: the correct order of steps in 2026

Because both countries are parties to the 1961 Hague Convention, consular legalization is not required — an apostille is enough. Different bodies issue it depending on the document type: the Ministry of Justice for civil-registry acts (certificates) and notarial and court documents, the MES for diplomas, school certificates and supplements, the Ministry of Internal Affairs for the criminal-record certificate, and the MFA for other documents. The order: first the apostille on the original, then translation into German (the apostille stamp is translated too). If your university has H+ status and your qualification is recognized as gleichwertig (equivalent), an anabin printout is often enough — no separate nostrification is needed. If there is no entry or the status differs, you submit a request to the ZAB for a Statement of Comparability. A diploma for anabin needs an MES apostille and a German translation of the diploma. On cost: in 2026 the state fee for an apostille is tied to the subsistence minimum for working-age persons (UAH 3,328 from 01.01.2026), so verify the exact amount at the time of filing. That is the state fee — the bureau's service price for collecting, apostilling and translating is counted separately.
