Europe’s longest city meets a procedure with no single window

Kryvyi Rih stretches north to south further than any other city in Europe: the Ternivskyi district and Inhulets lie so far apart that elsewhere they would be separate towns. For decades any single-window procedure here meant a journey across the whole city – to the one office you still had to reach.

The 2026 apostille works the other way round: the single window no longer exists. Applications are accepted where you live – and for Kryvyi Rih residents that is the reform’s real headline.

Filing in 2026: the nearest DRACS office or the Diia app

Order No. 3177/5, in force since 1 February 2026, untied the Justice-category apostille – civil-registry certificates, notarial copies, court rulings – from any specific institution: an application is accepted at any DRACS office, at a notary or in a state archive, regardless of where the document was issued. DRACS offices operate in several districts of Kryvyi Rih, so filing is a matter of the nearest street; the Diia app is shorter still – the application goes in from a smartphone, where you also track readiness.

The numbers are the same nationwide: 670 UAH for individuals and 1160 UAH for legal entities since 1 January 2026, standard processing up to 3 business days, lawfully extendable to a month when a signature or registry record is verified. The oblast’s registration vertical is administered by the interregional Justice-Ministry office based in Dnipro – but administration is not intake: no trip there is needed.

The two Kyiv lanes: diplomas and police checks

The February reform covers only the Justice category. Educational documents are still apostilled by the Education Ministry in Kyiv, with longer timelines – for Kryvyi Rih that primarily means graduates of Kryvyi Rih National University (formed in 2011 on the base of the city’s Technical University), whose mining-and-metallurgy faculty sends engineers abroad every year.

The criminal-record extract has been apostilled by the Interior Ministry since 2023 (Cabinet resolution No. 631): the in-person window works only in Kyiv, but in Diia the extract is ordered together with its apostille and delivered by Ukrposhta.
