Odesa Criminal-Record Certificate: Apostille & Translation

The Ukrainian criminal-record extract is issued by the Ministry of Internal Affairs (MIA) and can be ordered from a phone – via the Diia app or the vytiah.mvs.gov.ua portal – together with its apostille in a single bundle, delivered to Odesa by Ukrposhta. Who needs it in Odesa

The usual triggers are EU employment, visas and residence permits, plus marriage to a foreign national, adoption and citizenship applications. Odesa adds two of its own: Bessarabian citizenship files for Bulgaria, Moldova and Romania, where the extract sits in the standard document set (the Bulgarian and Moldovan consulates operate right in the city), and the maritime corridor – crewing agencies and some flag administrations request a police clearance before a contract, which turns the validity window into the real deadline.

Everything else – extract type, apostille, translation format – depends on the receiving institution, so we start from the question "where are you applying?".

Issued by the MIA; apostilled by the MIA – without Kyiv

The extract is generated by the MIA from the unified register and is free of charge; online orders go through Diia or the vytiah.mvs.gov.ua portal (offline: MIA service centres and administrative-service centres – the main Odesa office is at 2D Kosovska St.). Electronic requests usually complete within a few working days; the legal maximum is 30.

Since 2023 the apostille on this document is issued exclusively by the MIA itself (Cabinet resolution No. 631, 51 UAH fee). In-person intake exists only in Kyiv – yet that is irrelevant for Odesa: Diia sells the extract and the apostille as one bundled order, and Ukrposhta delivers the stamped document anywhere in the oblast. If you already hold an unstamped extract, send it to us by Nova Poshta and we file it with the MIA for you. Translation format and the validity window

Translate the extract only after the stamp, so the apostille appears in the translation too. Poland and the Czech Republic take a sworn translation – done by Etalon's own sworn translators; Bulgaria, Moldova and Romania require a certified translation of the full apostilled document in citizenship cases; many other countries accept a notarised translation. Non-Hague destinations need consular legalisation instead.

Mind the clock: abroad the extract is generally accepted for 3-6 months from issue, inside Ukraine about 30 days, with the exact window set by the receiving institution.
