The city that asks about the stamp first
Uzhhorod hosts the consulates general of two neighbouring states – Hungary and Slovakia – the city sits right on the border, and southern Zakarpattia holds Ukraine’s largest Hungarian community. Local paperwork is bilingual by nature: certificates, diplomas and extracts here are prepared for life in two legal systems from the start.
Hence a pattern visible in the orders themselves: people in Uzhhorod need the stamp for abroad more often than they need a translation. This page follows that order – first what has been done locally in three days since February 2026, then the two exceptions still routed through Kyiv, and finally the key local question: when Hungary or Slovakia needs no apostille at all.
Filing locally: 4 Narodna Sq, any DRACS office – or Diia
Since 1 February 2026 (Justice Ministry order No. 3177/5), any DRACS office, notary or state archive accepts Justice-category documents – civil-registry certificates, notarial copies, court rulings – and in the Diia app the whole filing happens on a smartphone. Uzhhorod also has its own justice subdivision at 4 Narodna Sq. Zakarpattia is formally administered by the Ivano-Frankivsk interregional justice directorate across the Carpathians, but that is a line in org charts, not a route: no trip to Ivano-Frankivsk or Kyiv is required.
The national numbers apply: 670 UAH for individuals, 1160 UAH for legal entities (since 01.01.2026), up to 3 business days, lawfully extendable to a month when a signature or registry record has to be verified – most often with documents issued decades ago.
Two Kyiv lanes: diplomas and the criminal-record extract
The reform left two agencies untouched. Diplomas and supplements are still apostilled by the Education Ministry in Kyiv – including those of Uzhhorod National University, whose Medical Faculty No. 2 alone teaches over 1,300 international students from more than 25 countries; before heading home their diplomas usually pass the Education-Ministry apostille and a translation into the destination language. The criminal-record extract is apostilled by the Interior Ministry, which also issues it (Cabinet resolution No. 631, since 2023): the in-person window works only in Kyiv (51 UAH), but in Diia the extract is ordered together with its apostille and delivered by Ukrposhta.

Hungary and Slovakia: same distance, different rules
Both neighbours are Hague Convention members, so consular legalisation applies in neither direction – but the paths then diverge. Ukraine and Hungary hold a legal-assistance treaty, so some Hungarian institutions accept Ukrainian documents with no apostille at all; we verify your institution’s requirement before starting, so you never pay for a stamp “just in case”. For Slovakia the rule is direct: when a Slovak institution asks for confirmation of authenticity, that confirmation is an apostille.
