How do you recognise a foreign diploma in Ukraine?
A foreign diploma is recognised through the nostrification procedure at the MES: the recognition decision is taken by the Ministry of Education and Science on the basis of an assessment carried out by the state enterprise ENIC Ukraine. Both the ministry and the recognition centre operate in Kyiv, so from Kharkiv the file is either submitted by the applicant in person or, more conveniently, handled by a bureau on their behalf.

Recognition of a Kharkiv diploma abroad
Kharkiv is a major university and IT city (V. N. Karazin University, Kharkiv Polytechnic, the medical and aviation universities and others), so demand for preparing local diplomas for work and study abroad is especially high here. The logic is the reverse of nostrification: first an apostille from the relevant ministry goes on the diploma and transcript, then a sworn or notarised translation into the destination language is made, and it is submitted to the local recognition body there (for example, ENIC/NARIC in EU countries).
