How do you recognise a foreign diploma in Ukraine?
A foreign diploma is recognised through the nostrification procedure at the MES: the recognition decision is taken by the Ministry of Education and Science on the basis of an assessment carried out by the state enterprise ENIC Ukraine in Kyiv.
The core package is the diploma itself and its transcript (the supplement listing subjects and grades), their translation into Ukrainian with notarisation, plus documents that confirm the authenticity of the education in the issuing country: an apostille for Hague Convention countries, consular legalisation for the rest. Recognition of a Ukrainian diploma abroad
If instead you are preparing a Ukrainian diploma for work or study abroad, the logic is reversed: first the MES apostille goes on the diploma and transcript in Kyiv, then a sworn or notarised translation into the destination language is made, and it is submitted to the local recognition body there (for example, ENIC/NARIC in EU countries).
