Apostille in Poltava: the certificate stays home, the diploma travels to Kyiv
A typical Poltava envelope holds two documents side by side – a certificate and a diploma. They look equally important, yet their state routes run in opposite directions: since 1 February 2026 the certificate is apostilled right here – at any DRACS office, at a notary or via the Diia app, the state fee in our price and up to 3 business days – while the diploma travels to the Education Ministry in Kyiv and waits longer. Below: both roads, from the first step to the point where they meet again.

Certificates are stamped in Poltava itself – at the DRACS office at 1a Kyselova St or via Diia; PDMU diplomas and police checks need Kyiv. Etalon runs all three agencies in parallel and returns one finished set.
Two documents, two fates
A family preparing to move abroad lays a birth certificate next to a diploma; a foreign medical graduate packs a Ukrainian diploma next to a marriage certificate issued in Ukraine. The papers look equal – but the apostille splits them between different agencies, with different filing points, fees and timelines.
The certificate never leaves Poltava. Order No. 3177/5, in force since 1 February 2026, lets any DRACS office, notary or state archive accept the application – or the Diia app, where everything happens on a smartphone. Poltava has its own oblast civil-registry department at 1a Kapitana Volodymyra Kyselova St, which accepts documents and affixes the stamp itself; the oblast is formally administered by the Sumy-based interregional justice office, but that is a name on a seal, not a travel destination. The state fee is already inside our price, processing up to 3 business days, lawfully extendable to a month when a signature or registry record is verified.
The diploma’s road: the Education Ministry in Kyiv
The February reform did not touch educational documents: diplomas, supplements and school certificates are still apostilled by the Education Ministry, the filing is Kyiv-based and the timelines are longer. In Poltava this is not an abstraction: Poltava State Medical University – known as UMSA until 2020 – teaches over 5,000 students, 1,350 of them international, from 45 countries. Every year part of its graduates take a Ukrainian diploma home, where a licensing board, clinic or university expects the MES apostille plus a translation into the local language.
Nobody has to travel to Kyiv – neither a graduate already abroad nor a Poltava resident: Etalon takes scans, runs the ministry filing from day one to issuance and returns the diploma with a certified translation into English or the destination language.
The third passenger: the police-check extract, plus the one rule both roads share
When a criminal-record extract joins the envelope, a third agency appears: since 2023 it is apostilled by the Interior Ministry, which also issues it (Cabinet resolution No. 631). The in-person window works only in Kyiv, but this road is the shortest of all: in Diia the extract is ordered together with its apostille and delivered by Ukrposhta.
Whichever road a document takes, the ending is the same: the stamp goes on the original or a notarised copy first, and the translation then covers the document together with its apostille – foreign institutions accept only a fully translated set. One Nova Poshta branch at the end of both roads
The certificate stamped in Poltava and the diploma returned from Kyiv meet in one envelope – already translated. If you have a single Justice-category document, file it yourself: a DRACS office or Diia, up to 3 business days – since February 2026 it is genuinely simple.
