Apostille in Ternopil: two scenarios in 2026

An apostille validates a Ukrainian document for 120+ Hague Convention countries. In Ternopil two very different stories stand behind the same stamp: foreign graduates of the Horbachevsky medical university legalise their diplomas for careers back home, while locals prepare family and notarial documents for life abroad. The first scenario runs through the Education Ministry in Kyiv; the second – since 1 February 2026 – through any civil-registry (DRACS) office, a notary or the Diia app: 670 UAH state fee, up to 3 business days. In Ternopil the apostille has two faces: a TNMU diploma travelling to its graduate abroad, and family documents leaving Ternopil for the world. Etalon runs both scenarios remotely – from Diia filings to the Kyiv windows of the Education and Interior Ministries.

Scenario one: you graduated from TNMU and live abroad

I. Horbachevsky Ternopil National Medical University has admitted international students since 1997 and runs a dedicated Faculty of Foreign Students: 1,977 of its 6,530 students came from 68 countries. Every year some of them return home with a Ukrainian diploma – and the licensing board, hospital or university back home asks for an apostille.

Educational documents – the diploma, its supplement, school certificates – are apostilled by the Education Ministry in Kyiv, on longer timelines than the Justice Ministry. No trip to Ukraine is needed: Etalon files the documents with the ministry, tracks the status and adds a notarised translation into English or your country’s language. You send scans by messenger; original hand-over is agreed case by case – most often relatives ship them to us by Nova Poshta from any Ukrainian city.

Scenario two: you are in Ternopil, preparing documents for abroad

Birth and marriage certificates, notarial copies and court rulings belong to the Justice category: since 1 February 2026 (order No. 3177/5) the apostille application for them is accepted at any DRACS office, at a notary, in a state archive or via the Diia app. Ternopil also hosts a subdivision of the Ivano-Frankivsk interregional justice department at 8 Hrushevskoho St – the department that administers the Ternopil, Ivano-Frankivsk, Chernivtsi and Zakarpattia oblasts.

You choose the intake point – the fee and timeline are identical everywhere: 670 UAH for individuals (1160 UAH for legal entities), up to 3 business days, legally extendable to a month when a signature or registry record is verified.

A separate lane: the police-clearance certificate

The criminal-record extract fits neither scenario: it is apostilled by the Interior Ministry itself (Cabinet resolution No. 631, in force since 2023), the in-person window works in Kyiv only, and the fee is 51 UAH. In practice this is no obstacle: in Diia the extract is ordered together with its apostille and delivered by Ukrposhta.

Shared rules: stamp first, then translation – and the remote model

The sequence is the same for a TNMU diploma and a marriage certificate: the apostille goes on the original or a notarised copy first, and the translation then covers the document together with its stamp – that is the package consulates, universities and employers abroad expect. A translation made in advance often has to be redone and paid for twice; we confirm the order for your destination country before starting.

Etalon has no office in Ternopil and neither scenario needs one: scans travel by messenger, paper originals by Nova Poshta, and the finished set returns to any branch or parcel locker in Ternopil or wherever you live now.
