Apostille in Vinnytsia: myths vs facts in 2026

An apostille validates a Ukrainian certificate, diploma or extract for 120+ Hague Convention countries. Vinnytsia comes with its own set of apostille myths: that documents "travel to Khmelnytskyi", that diplomas are stamped at the registry office, that the TsNAP issues apostilled police checks. In fact, since 1 February 2026 Justice-category documents are filed at any civil-registry (DRACS) office, at a notary or via the Diia app – 670 UAH state fee, up to 3 business days – while Etalon handles the Kyiv-side Education- and Interior-Ministry filings for you. Let us take the myths one by one.

Vinnytsia has no justice HQ of its own – and it does not matter: apostilles are filed via Diia, the DRACS branch on Zamostianska St or any other office, while Etalon covers the Kyiv-side Education- and Interior-Ministry routes remotely.

Myth one: no local justice HQ means travelling to Khmelnytskyi

Vinnytsia oblast is indeed administered by the Khmelnytskyi interregional justice department (together with Zhytomyr oblast). But administration does not define where you file. First, that very department runs a civil-registry branch inside Vinnytsia – at 26A Zamostianska St. Second, Ministry of Justice order No. 3177/5 (in force since 1 February 2026) removed the binding to any specific office: civil-registry certificates, notarial copies and court documents are accepted at any DRACS office, at a notary, in a state archive or via Diia.

The fee and timeline are identical whichever intake you choose: 670 UAH for individuals (1160 UAH for legal entities), up to 3 business days, legally extendable to a month when a signature or registry record is verified.

Myth two: diplomas are stamped at the registry office too

No – the 2026 reform covers only the Justice category. Educational documents are apostilled by the Ministry of Education in Kyiv, on longer timelines. For Vinnytsia that primarily means Pirogov National Medical University – ranked the best university of central Ukraine in the 2026 consolidated rating – and VNTU, the largest institution of the Podillia region, whose graduates submit diplomas for recognition abroad every year.

No personal presence is required: Etalon files with the Education Ministry, tracks the status and adds a notarised translation when needed – you stay in Vinnytsia.

Myth three: the TsNAP issues apostilled police checks

Vinnytsia’s "Transparent Office" TsNAP at 59 Soborna St handles dozens of services, but police-clearance certificates are not among them – the regional MVS service center states this explicitly. The certificate is ordered online, via Diia or the MVS portal, and since 2023 it is apostilled by the Interior Ministry itself (Cabinet resolution No. 631): in-person intake is Kyiv-only, the fee is 51 UAH.

The simplest route is Diia – the extract is ordered together with its apostille and delivered by Ukrposhta. If you then need a certified translation for a specific country, we add it to the same order.

Sequence, fees and the remote model

One more myth says the translation comes first. In practice the stamp goes on the original or a notarised copy first, and the translation then covers the document together with its apostille – that is the package consulates and foreign institutions expect. We confirm the order for your destination country before starting.
