Apostille in Mykolaiv: the right route for each document
A marriage certificate for relocation, an Admiral Makarov University diploma for a crewing agency, a police check for an EU job – abroad these documents only work with an apostille, recognised by 120+ Hague Convention countries. Mykolaiv covers the most common category itself: since 1 February 2026, civil-registry and notarial documents are accepted at any DRACS office in the city, at a notary or via the Diia app (up to 3 business days). Diplomas, police checks and medical certificates route through Kyiv ministries – Etalon files those remotely.

Mykolaiv is a shipbuilders’ city, and its most typical apostille sits on an NUK diploma bound for a foreign-flag fleet – while registry certificates have been stamped at home since February 2026, without even the nominal trip to Odesa.
Registry documents: handled inside the city
The Ministry of Justice category – birth, marriage, divorce and death certificates, notarised copies and translations, powers of attorney, court rulings – is the everyday case. On paper, Mykolaiv oblast reports to the Odesa interregional justice office (34 Bohdana Khmelnytskoho St., which also covers Kherson oblast), but that geography concerns officials, not applicants: under order No. 3177/5, in force since 1 February 2026, any DRACS office in Mykolaiv, any notary or state archive takes the application – and Diia takes it online.

Diplomas, police checks, medical papers: the Kyiv routes
Educational documents are apostilled by the Ministry of Education in Kyiv – for Mykolaiv that mostly means diplomas of the Admiral Makarov shipbuilding university and Petro Mohyla Black Sea university, requested with an apostille by foreign employers, crewing agencies and universities. Police-clearance certificates have been stamped by the Interior Ministry itself since 2023 (Cabinet resolution No. 631): in-person intake is Kyiv-only, while Diia bundles the certificate with its apostille and Ukrposhta delivers it. Where do I get an apostille in Mykolaiv?
It depends on the document. Registry certificates, notarial copies and court rulings have been accepted since February 2026 at any DRACS office in the city, at a notary, in a state archive or via Diia. Diplomas go to the Education Ministry, police checks to the Interior Ministry, medical papers to the MFA – Etalon runs those Kyiv filings for you.
Do documents have to go through Odesa?
No. The oblast is administratively assigned to the Odesa interregional justice office, but that is the ministry’s internal map. Since the 2026 reform, applicants file wherever convenient: at any Mykolaiv DRACS office or online in Diia.
Who apostilles a police-clearance certificate?
The Interior Ministry – since 2023 it has stamped the certificates it issues (Cabinet resolution No. 631). In-person filing exists only in Kyiv; in Diia the certificate and its apostille come as one order, delivered by Ukrposhta.

Does a seafarer need an apostille?
