Medical translation for disability claims

Thousands of Ukrainians receive treatment and medical examinations at European clinics every year. Upon returning home, they face a challenge: foreign medical documents must not only be translated but also formatted in a way that government authorities will accept for establishing or confirming disability status.

Why a Regular Translation Won't Work

The most common mistake is asking a friend who "speaks the language well" or using an online translator. Ukrainian government authorities reject such documents for several reasons.

• Official use requires a notarized translation. This means the translator must hold a diploma, and their signature must be certified by a notary.

• Medical documentation contains specialized terminology, abbreviations, and acronyms. An incorrect diagnosis translation can result in denial of disability status or assignment to the wrong disability category.
• Different countries use different disease classification systems, units of measurement, and formats for recording test results.

Translation Specifics by Country

Germany and Austria

German medical documentation is characterized by extraordinary detail. Physicians use complex compound terms that have no direct equivalents in Ukrainian. An additional challenge is handwritten notes, as German doctors often write in abbreviated form and use their own notation systems.

Poland and Czech Republic

Slavic languages can create a false sense of translation simplicity. In reality, "false friends" — words that sound similar but have different meanings — occur most frequently in Polish and Czech medical texts.

Israel

Israeli clinics issue documents in Hebrew or English. An additional complexity is the use of proprietary diagnosis coding systems and specific treatment protocols that require adaptation for Ukrainian medical institutions.

USA and Canada

English-language documentation seems the simplest, but this impression is deceptive. The American healthcare system uses its own standards, units of measurement (pounds, ounces, degrees Fahrenheit), and diagnosis codes.

Most Commonly Translated Documents for Expert Commissions

For undergoing the Daily Functioning Assessment (formerly MSEC), the following medical documents typically require translation:

• Diagnostic reports — MRI, CT, PET-CT, and X-ray results with detailed descriptions and radiologist conclusions.
• Laboratory tests — blood tests, urinalysis, histological and cytological studies, genetic tests.
• Hospital discharge summaries — Entlassungsbrief (Germany), Discharge Summary (USA/UK), Karta informacyjna (Poland).
• Surgical protocols — detailed descriptions of surgical interventions, materials used, and implants.
• Prescriptions and treatment plans — medication regimens, dosages, and treatment duration.

Five Mistakes That Delay Disability Processing

• Translation without notarization. The expert team will not accept a document certified only with a translation bureau's stamp.
• Incomplete document set. If the discharge summary is translated but test results are not — additional examinations in Ukraine will be required.
• Loss of originals. Notarization requires the original document or a notarized copy.
• Outdated documents. Some examinations have validity periods. Results older than 6-12 months may not be considered.
• Incorrect transliteration. If the surname in the translation differs from the passport — identification problems will arise.

What Changed in the Procedure in 2025

As of January 1, 2025, Medical-Social Expert Commissions (MSEC) have been replaced by Expert Teams for Daily Functioning Assessment. The procedure has become more transparent:

• Documents are submitted electronically (PDF, PNG, JPG)
• Remote case review is possible
• The Medical Advisory Commission (LKK) has been removed from the process
• Decisions are made faster

Documents issued by MSEC before December 31, 2024, remain valid. However, new applications must be prepared according to the new requirements.

How to Prepare Documents Correctly

• Collect all medical documents from abroad. Ensure you have originals, notarized copies, or clear scanned copies.
