Kropyvnytskyi is a city with two document flows at once. Since 2022 whole universities have relocated here from Kherson and Donetsk regions, and the Flight Academy of the National Aviation University trains cadets from India, China, Turkey and other countries – while residents keep handling their own documents for study, work and moving abroad.
The apostille is a secondary request in that list, so it does not need its own page: the full answer sits below, next to everything else. Etalon works remotely: it takes scans, handles notarized translation, apostille and document retrieval, and hands the result over via Nova Poshta.
What we translate for Kropyvnytskyi
Five lanes make up our work with the city:
- Personal documents – birth and marriage certificates, passports, official statements; notarization added where needed, and the result is shipped by Nova Poshta from this rail-and-road hub of central Ukraine.
- Education documents – diplomas with transcripts, school certificates, academic records for studying and working abroad.
- Legal texts – contracts, powers of attorney, company charters, court rulings, including contracts and specifications for the city's machine-building plants.
- Medical documents – discharge summaries, case histories, test results for foreign clinics and insurers, plus fitness-to-work certificates for staff at the city's machine-building plants.
- Document retrieval – duplicate diplomas and transcripts for students of relocated universities, plus duplicate certificates to replace lost originals.
The apostille in Kropyvnytskyi
Justice-Ministry-category documents are the simplest case – the timeline and fees are in the table below.
In Kropyvnytskyi the application goes to the Kirovohrad-oblast civil-registry office at 6/7 Teatralna St. On paper the oblast is assigned to the Dnipro-based interregional justice department (renamed in late 2025), but that is the agency's internal geography – filing and pickup both happen right in the city.
Only two stamps leave the city: the Education Ministry apostilles education documents, the Interior Ministry the criminal-record extract. We run the first lane; Diia handles the second entirely on its own – there is nothing for you to track. When the stamp is needed together with a translation, we manage it as one order – what that includes is on the document apostille page.
Who applies the apostille: at a glance
| Document | Who applies it | Time & fee |
|---|---|---|
| Civil-registry (DRACS) certificates, notarial and court documents | Justice Ministry: any DRACS office, notary, state archive or Diia | up to 3 business days, 670 UAH (individuals) / 1,160 UAH (legal entities) |
| Diplomas and education documents | Education Ministry (filed in Kyiv) | MES fee and timeline – longer than the Justice Ministry's |
| Criminal-record extract | Interior Ministry (MVS) | 51 UAH – bundled with the Diia request |
The criminal-record extract – no trip even within Kropyvnytskyi
In the Diia app the extract is ordered together with the Interior-Ministry apostille in a single request, and Ukrposhta brings the paper original – the one item on this list that needs no action from you beyond placing the order. We join at the next step: translating the extract into the destination language and certifying the translation, remotely as well; details under the criminal-record certificate service.
Diplomas: the document travels to Kyiv, not its owner
Graduates of the city's three universities – Volodymyr Vynnychenko Central Ukrainian State University, Central Ukrainian National Technical University, and the Flight Academy of the National Aviation University – often continue studying or find work abroad, and that starts with an Education Ministry apostille on the diploma and transcript, only then a translation into the destination language.
We file the apostille application, prepare the diploma translation and have it notarized – no trip on your side. School certificates and report cards for schools abroad follow the same principle.
Translation – the stage with no address
The translation itself is not tied to the city: you send scans via Telegram, Viber or WhatsApp, translation and notarization happen on our side, and the finished set travels by Nova Poshta to a convenient branch or parcel locker in Kropyvnytskyi. Originals are needed only for a few procedures – and we flag that in advance.
What it costs
The quote is built from three parameters:
- Document type and length. A standard certificate is priced per document; a diploma or transcript for a student from a university relocated from the Kherson or Donetsk region is priced per page, like a multi-page package.
- Certification. The Kirovohrad-oblast civil-registry office at 6/7 Teatralna St handles the apostille locally; a notary or an apostille are separate line items with different prices.
- The target language. English is the most requested, driven by cadets at the Flight Academy of the National Aviation University from India, China, Turkey and other countries; other languages go to a dedicated specialist.
A standard document is ready in 1-2 business days; diplomas from relocated universities and long legal or medical texts take 3-5. Quoting from scans is free, and a tight deadline is agreed before we start.
Send scans or photos of your documents by messenger and we quote the exact price and date. After that, whether the document is heading to Kyiv, going through Diia, or simply being translated, the last step is always the same: a Nova Poshta branch in Kropyvnytskyi.
